PUBLIC NOTIFICATION OF NONDISCRIMINATION POLICY

It is the policy of the Hortonville Area School District that no person be denied admission to any public school in this district to be denied participation in, be denied the benefits of, or be discriminated against in any curricular, extracurricular, pupil service, recreational or other program or activity because of the person’s sex, race, religion, national origin, ancestry, creed, pregnancy, marital or parental status, sexual orientation or physical, mental, emotional or learning disability as required by section 118.13 of the statutes.  This policy also prohibits student discrimination under Title IX of the Education Amendments of 1972 (sex), Title VI of the Civil Rights Act of 1964 (race, color, national origin), Section 504 of the Rehabilitation Act of 1973 (handicap) and Americans with Disabilities Act of 1990 (disability).

Children of homeless individuals and unaccompanied homeless youth (youth not in the physical custody of a parent/guardian) residing in the District shall have equal access to the same free, appropriate public education, including comparable services, as provided to other children and youth who reside in the District.  Homeless children and youth shall not be required to attend a separate school or program for homeless children and shall not be stigmatized by school personnel.

The Hortonville Area School District shall provide appropriate educational services or programs for students who have been identified as having a handicap or disability, regardless of the nature or severity of the handicap or disability.  The District shall also provide for the reasonable accommodation of a student’s sincerely held religious beliefs with regard to examinations and other academic requirements.  Requests for religious accommodations shall be made in writing and approved by the building principal.

The Hortonville Area School District encourages informal resolution of complaints under this policy.  A formal complaint resolution procedure is available, however, to address allegations of violations of the student nondiscrimination policy in the School District.

Any questions concerning this policy should be directed to:

TEACHING AND LEARNING SUPPLIES AND EQUIPMENT

Teaching Supplies/Equipment/Resource Materials

Because each teacher requisitions their teaching supplies prior to the school year, the office does not stock most items.  However, miscellaneous supplies such as construction paper, lined paper, graph paper, bulletin board paper, borders and tag board are available and can be found in the paper supply room.  We ask that teachers become more conservative with bulletin board paper and borders.

Student Supplies

General classroom supplies will be supplied by the student.  Supply lists for each unit are published prior to the start of the school year.  Teachers should inform students of the items necessary for their class.  Students are expected to report each day with the appropriate materials.

Keys

Teachers are provided with keys to areas of the building directly related to their teaching.  See the office if you need a building key card.  Keys are not to be copied or to be given to the students.  All keys are turned in the last school day.

Copy Machines/Printers

District

Two “Xerox 1090's, located in Hortonville, are used to fill requests for copies for the entire school district.  A three school day notice to get copies made should be adhered to.

Greenville

The "Xerox 1090"  located in the copy room next to the office may be used by all staff members without a written three day notice provided the operator is not using the machine.  This machine is not setup to replace the 1090's at Hortonville.  Please plan accordingly so we don't go over the 40,000 per month limit for the Xerox machine.

Printers

Teachers are not to send students to any computer printers located in the school to obtain copies.  This is because another staff member may have printed off a confidential document that might accidentally get in the hands of students.  Office staff can help retrieve copies for students on documents sent to the copy room and then give to a student after a call from a teacher.

Soap/Toweling

Paper towels and soap is available for every classroom with a sink.  Extra rolls of paper towels are kept in the receiving room for classroom use.  Soap can be obtained by contacting maintenance.

STUDENT ASSESSMENT/RECORDS

Student Retention (Grade 5)

Nothing can be more controversial or stressful on a teacher, parent, student or administrator than the topic of individual student retention.  Most current research indicates that retention can have a lifelong impact on a student's life.  Therefore, it is important that numerous discussions be held with all parties involved prior to any final decision being made.   Classroom teachers must document curriculum modifications, conferences with specialists, conferences with parents and Child Study Teams to help in the assessment process.  Our responsibility as educators is to show how retention is going to benefit the child.

The Student Retention Worksheet which is available from the office secretary is designed to help teacher record the retention process.  There are specific timelines (February 1st) that must be adhered to when determining retention.  Please refer to the worksheet for these specific dates.   Feel free to contact the principal to discuss any potential retentions.

Student Records and Transfers - Cumulative Folder

The Cumulative Folder moves with the child as he progresses in school.  Should a child leave school to attend another school, the folder should be completed immediately, indicating the date of transfer, etc., and sent to the office.  When a student gives notice of transfer, the parent will need to come to the office to sign a form, giving the school permission to send the student records to the new school.

The following items must be kept in the cumulative folder:

              1.  Standardized Testing Results

              2.  Typed Child Study Reports

              3.  Special Education/Psychological File Papers indicating where records are

                    located

              4.  Remedial Math/Reading Reports

              5.  Scholastic Record Form

Health Records - Kept in Health Office

Special Education Files - Kept in Psych's Office and Special Education

               Specialist's Office

              Bus/Playground/Discipline - Kept in Office

Correction of Papers

Because of a confidentiality issue, teachers should not allow parents to correct student work.

Report Card Distribution

Report cards in grades 5-8 will be given out at Parent Teacher Conference time in the Fall and Spring, and will be mailed home in January and after the last day of school.

Pupil Profiles (Grade 5 & Grade 6)

These forms are filled out at the end of the year to help identify concerns of students as they go on to the next grade.  They are kept in the student’s cumulative file.

                                                              STUDENT ATTENDANCE

Student Attendance

Class attendance is mandatory and the school code 118.18 requires that all teachers keep accurate records.

Teachers are to maintain accurate attendance records for each class on a daily/hourly basis.

Teachers should not delegate the taking of attendance to a student.   Inform parents of poor attendance that is affecting a student’s progress.

If academic standards set in individual classes are high enough, repeated absences will undoubtedly cause problems.  Each instructor should make an effort to communicate to the student the importance of being in “their” class.

Transfer Students

Students who transfer in after the start of school are not counted as absent for the days not present in our school until they start attending.  Students who transfer out after the start of school are not counted absent from our school after they transfer.

                                                            STUDENT SUPERVISION

Hallways

Please help supervise hallways.  Be alert for running or improper conduct.  When your class is going to another area in the building as a group, please be alert for excessive noise that would disrupt other classes. To reduce noise in the hallways, all teachers are required to escort their own students to and from specials/recess.  Hallway transition procedures agreed on by the Building Team are as follows:

                  1.  Group should move quietly and in a straight, single-file line.

                  2.  Group should stay to the right side of the hallway when in transition.

                  3.  Teacher shall monitor their classes during the entire transition time, making sure

students are quiet and in a straight line. )

MONITOR MEANS TO REPEATEDLY OBSERVE YOUR ENTIRE LINE

                        THROUGH THE ENTIRE TRANSITION

                  4.  All classes shall stop at the end of their classroom hallway before transition into the

                        center hallway corridor.

[Proper hallway behavior should be as high of an expectation as good classroom

                                                                          behavior.]

Out of Control Students

1.    (Choice) in calm voice “You need to settle down or go to the office”.

2.    (Choice) in calm voice “You need to go to the office or I will have to make a call for them to get you.”

(If you think the student will respond better to a more “forceful command voice”, do so.  You know your students best.)

3.    Once student leaves call and inform office that a student is coming.

4.    If student doesn’t leave but has calmed down and still needs to go to the office – call the office

5.    If student is an immediate danger to themselves or others:

a.    Instruct students to leave classroom and go to another classroom or area

b.    Instruct one student to get another teacher immediately

c.    Someone call the office

d.    If necessary a teacher may also dial 911 in an emergency

Assemblies

Several assemblies may be provided each year for the student body.  The purpose of assemblies is to provide entertainment along with educational information.  Except where permission is granted to the contrary, all teachers are expected to accompany (sit with) their class to assemblies and enforce good behavior.  Please go over proper etiquette of an audience prior to the assembly.  Emphasize actions such as foot stomping and booing are not acceptable behaviors

Classroom Activities/Parties

Any unusual classroom activity or party should first be coordinated with the principal.

Assembly During  A Special

If an assembly is scheduled during a special (art, music, phy ed, foreign language), it is the responsibility of the specialist and regular education teacher to work out coverage.

                              STUDENTS WITH SPECIAL EDUCATION NEEDS

Special Education Student Participation

All students with a special education classification are regular education students first and have a right to be educated to the maximum extent appropriate with children who are not handicapped.  This includes participation, to the maximum extent appropriate to the child's individual needs, with non-handicapped children in extracurricular activities, meals, all Specials, field trips, birthday celebrations and recess periods.

What does maximum extent appropriate mean?  It means that unless the IEP indicates the contrary, a special education student shall participate in all regular education activities.  The only other exception is if the regular education teachers, the special education specialist, and the principal, or his/her designee, all agree that a certain activity would be inappropriate.  This might also include consultation with a parent.  It is the teaching staff's (Special Education and Regular Education) responsibility to see that special education students assigned to them are included in all (appropriate) activities that regular education students participate in.

Communication with Specialists for Student Help

Prior arrangements need to be made with the specialists when student assistance is needed during a time a students is not scheduled to be with the specialist.

LUNCH/RECESS PROCEDURES

Noon Hour (Grade 5)

Supervisors are hired to supervise the outside play area, gym, or outside commons area during the lunch hour and during the recess period.

Playground Procedures – 5th Grade

Students in grade 5 are to be outside on all days except rainy or extremely cold days.  The policy is that all students stay in or all students go out, medical excuses excepted.  Playground aides will then supervise these children.  The same procedure will be followed for the recess period.  When children are kept in the building for special help, the classroom teacher must supervise the children.

A set of procedures in the front of your Teacher Handbook, represents an agreement between teachers and playground supervisors.  With their adoption it is expected that teachers and playground supervisors may cooperate more fully in protecting the well-being of those young people placed under our care.

TEACHER ASSESSMENT

Teacher Assessment

A professional assessment program has been developed for the School District of Hortonville through the efforts of a committee consisting of teachers and administrators.  A handbook, entitled Personnel Supervision and Evaluation Handbook, was printed in the Spring of 1997 and will be given to all professional staff members being assessed during the school year.  Please read the handbook and meet all deadlines required by the assessment program.

PARENT ORGANIZATIONS

Parent Teacher Organization (P.T.O. )

Greenville Middle Schools’ PTO supports our school through student activities, supplies and equipment for students & staff.  For more information contact the office or any PTO Officer.

MAILBOX/TELEPHONE AND STAFF AREA

Mailbox

Minimally, you are to check your mailbox when you first arrive and after school.  The office will put all phone messages in your mailbox as soon as they are received and will notify you personally in case of personal emergencies.  It is the teacher’s responsibility to check for messages in their mailbox.

Teacher/Staff Area

Please keep this area presentable.  The teacher/staff area is provided for your convenience and use.  Students are not to be admitted to this area.  You are also reminded that students will hear and observe actions and/or sounds emitting from this area since it is located in the main flow of traffic in the building.

Telephone

All classrooms are equipped with phones.  Long distance calls can be made from the office.  Reverse the charges or use a credit card for personal long distance calls.

Voicemail/E-Mail – Each teacher is responsible for responding to e-mails and voicemail from parents in a timely manner.

ORDERING

Budget

Each teacher orders their supplies for the classroom.  These are broken down into two categories:

       1. General supplies

       2. Requisitioned supplies

General supplies are defined as pens, pencils, crayons, rulers etc., that will be used by the teacher in the classroom.  Students are responsible to supply their own supplies.  An order form is used with the general supply list.  Teachers are expected to order these supplies in the spring for the entire next school year.

Requisitioned supplies are defined as most everything that a teacher would use in a classroom that are not on the general supply order form.  Each teacher has a set budget they may use when ordering in the spring for the upcoming school year.

Additional funds may be available (especially in science) for resource materials and equipment for units.  Units are asked to submit their needs with justification/costs in writing to the principal.

Check Requests

Teacher requesting checks for field trips, book orders, etc., must have the request in the office no later than Wednesday at noon.  Checks are written only once per week on Fridays.

END OF YEAR CHECKOUT

End of Year Check-Out

All procedures for end-of-the-year checkout are to be completed before teachers leave for the summer.

TRANSPORTATION/FIELD TRIPS

Field Trips

Field trips may be taken throughout the year.  All field trips must be approved by the principal. Transportation Request forms, Field Trip forms and Permission Slips are available in the office.  If there is a charge for a special field trip, students can pay for this themselves (with permission from the principal).  Include on the Field Trip Permission Slip given to parents, the reason for the trip (connection to curriculum).  To avoid confusion, it is best for field trips to be taken as a unit whenever possible.

When turning money in for a field trip and requesting a check be written, you

must account for all money and tickets.  To expedite the process, a Field Trip

Check Request form is available in the office.  The cost for chaperone tickets is the

responsibility of the chaperone.  Teacher's tickets will be picked up by the district.

Student Busing

One area that teachers need to address the first day of school is what behaviors are expected on the bus to and from school.  Please go over the following with your students:

       1.  Stay in assigned seat.

       2.  Excessive noise disrupts the bus driver.

       3.  Good bus stop behavior is required.

       4.  Any food or drink is not allowed on the bus.

       5.  Riding a bus is a privilege that you can lose.

Bus Duty

Teachers assigned to bus duty are to be present in the bus parking area as close to 3:12 p.m. as possible and should not leave the area until buses begin to depart.

Each teacher is required to serve bus duty at least twice a year.  Any teacher unable to meet this responsibility MUST find his/her own replacement for the scheduled bus duty.

SECURITY

In an effort to increase security in the building the following measures have been taken:

         1.       Keycards for after hour’s entrance to the building may be obtained in the office.

It is the responsibility of the individuals entering the building after hours to secure

outside  doors.  A computer report for the user will be generated each time the key card

                   is used.

         2.  The hallways or staff room, at different times of the year, may be locked.  Your classroom

key will open hallway doors.  Your classroom key will also open the back office door to gain

              entrance to the workroom.

         3.       The 5th, 6th, 7th and 8th grade entrances will be open from 7:45-8:00.  After 8:00 A.M.

all doors will be locked except the front entrance.  There may be times that entry into

the front entrance of the building is restricted by the office by means of an automatic door.

         4.       Security cameras have been installed in the building.  These cameras record 24

                   hours per day.

5.    Money is not to be left in rooms.  There is a safe in the office to secure money.

SAFETY

GMS has an appointed Safety Committee whose job is to address issues of safety within the building.  Any issues of school safety can be brought forward to Bruce Carew, Mike Paltzer, Janine Connolly, or Sally Radke.  The following are the recommendations from the district safety committee which includes representatives from the district’s insurance company:

Effective for the 2007-08 school year:

1.    Nothing flammable can hang from any ceiling.  This includes covering ceiling tiles with poster board.

2.    Instruments are not allowed in the hallway.  They must be stored in lockers, a spare area in your wing, or in the band storage area.

3.    Boots must be stored in lockers.

4.    No spare desks can be stored in the hallway.

5.    Staff rooms and storage areas must have open walkways

6.    Flammable storage – all flammable items such as paints, chemicals, cleaners, gasoline, etc. should be stored in a fire safe cabinet.
